There are a number of different factors that can impact the number of people who we take into custody each year.  Changes in laws, such as the decriminalization of marijuana or the change in the age of a juvenile, may impact arrest data.  Another significant factor is staffing.  Higher staffing levels are more likely to result in higher arrest numbers and lower staffing levels may result in lower arrest numbers.  Expanded diversion programs and using alternative approaches to some crimes, such as drug possession, have also impacted enforcement strategies.
